Healthy Homes Standards Explained: What Every Landlord Must Know

Since July 2021, all private rental homes in New Zealand must meet the Healthy Homes Standards. These rules were created to ensure that tenants live in warm, dry, and healthy properties — and landlords must comply to avoid penalties.

The Five Key Standards

1. Heating: A fixed heater must be installed in the living room that can heat the room to 18°C. Portable heaters don’t count.

2. Insulation: Ceiling and under floor insulation must meet the 2008 Building Code or be topped up to the correct R-value.

3. Ventilation: Extractor fans must be installed in kitchens and bathrooms, and windows in other rooms must be openable.

4. Moisture Ingress & Drainage: Properties must have efficient drainage and a ground moisture barrier under any accessible sub-floor.

5. Draught Stopping: All gaps or holes that cause draughts must be sealed — including around doors, windows, and floors.

From 1 July 2025, all rental homes must be fully compliant.
